Steam brussels sprouts in a double broiler for about 15 minutes till they become tender.
Make a roux by heating up butter in a medium pot over medium heat. Once butter is melted add in flour and mix in milk slowly. Whisk the sauce till sauce is smooth and thickened.
Add in chilli powder and pepper to the sauce. Remove sauce from heat and add in cheese till incorporated
Pour cheese sauce over brussels sprouts and serve.
