Preheat oven to 350 degrees Fahrenheit. Wiggle the stem of the mushrooms till it pops out. Line baking sheet with parchment paper and place mushrooms on a pan so the top is facing down.
In a medium bowl mix together the cream cheese, pepper, chili powder and garlic. Once combined mix in the red pepper, mozzarella and green onion.
Use a fork to stuff all the mushroom tops with the cream cheese mixture and place back on to the baking sheet. Bake in the oven for about 20 minutes till caps are lightly browned and mushrooms are fully cooked and softened.
